The session is set for Wednesday during the U.N. General Assembly’s high-level week in New York. France, which holds the Council’s September presidency, convened the meeting; French Foreign Minister Jean-Noël Barrot is expected to chair. A French concept note circulated to members, Reuters reported, stressed urgency around preventing malicious misuse of AI and promoting safe, responsible development.

An OpenAI spokesperson said Altman will appear in person and is expected to discuss international coordination and shared safety standards, as well as steps OpenAI is taking so people worldwide benefit from AI. Reuters also reported that high-level representation from Anthropic was anticipated but had not been confirmed—so Anthropic’s attendance should not be treated as settled.

The briefing is governance theater with soft-power stakes: an open Council session can spotlight AI as a security issue without amounting to a binding resolution or putting Altman on the Council. It lands amid recent industry debate over pacing frontier development and separate calls from U.N. officials for global coordination.
